SECOR

SECOR (www.secor.com) is a national provider of remediation management, consulting, and compliance and permitting services to the petroleum, chemical, basic industrial, pulp & paper and the power industries among others. The Company is the market leader in providing such services to the retail petroleum industry. SECOR, which is headquartered in Redmond, Washington, has 41 offices with a staff of approximately 800 engineers, geologists, scientists, and technicians.

Arlington acquired SECOR in partnership with its management team, led by Chief Executive Officer Jim Vais. Mr. Vais has over 23 years of experience in the environmental services industry and has been the CEO of SECOR since 1998. The Company operates as a service-based business with low capital requirements. For almost all of its projects, SECOR performs the design and consulting services and outsources the associated drilling, construction and laboratory testing services. SECOR has developed a client-focused business model to provide unrivaled levels of service at highly competitive rates.

SECOR has strong, continuous relationships dating back over 10 years with seven of its 10 largest customers, and SECOR often has the leading or number two share of their annual remediation spend. In fact, the Company is the market leader in the retail petroleum sector, its primary niche of the environmental remediation market. Customers include BP, ChevronTexaco, ConocoPhillips, 7-Eleven, United Technologies and Northrop Grumman.

SECOR was sold to Stantec, Inc. in February 2008.
